The Franklin Township Public Schools accepts the challenge of providing a high quality educational program that prepares its students to compete in modern society. The program provides opportunities for the development of skills, acquisition of knowledge, and the formation of desirable attitudes. It also creates an environment that is safe, secure and conducive to learning. The Franklin School District requires positive behaviors to be exhibited by all of its students in their formative years, beginning with Pre-Kindergarten.

The Franklin Township Public Schools are responsible for the protection of the rights and safety of all students and staff. We accept the obligation to provide all students with a fair and consistent discipline program that provides opportunities for students to develop positive habits, attitudes and behaviors, and to change undesirable behaviors. Essential to the success of these goals is the full cooperation of parents and guardians for the development of positive behaviors and the modification of negative behaviors.

The Constitution of the State of New Jersey requires that public schools exist for the instruction of all children in the state. The purpose of these regulations and guidelines is to maintain consistent expectations for students in each Franklin Township School. Our students are entitled to have the security of reasonable age appropriate and uniform expectations and consequences from the various schools. The Student Code of

Conduct provides the foundation and framework for a fair and sound discipline policy for each school. It also allows sufficient flexibility to meet those special situations encountered at each school.

The right to an education carries with it the obligation on the part of the student to comply with the rules and regulations established for the safe and efficient operation of the school. The right to an education may be forfeited or limited when disruptive conduct of a pupil results in a suspension or expulsion. A student may forfeit the right to a public education through one single serious act of misconduct or multiple acts of a lesser degree.

All student behavior, whether it occurs while traveling to or from school, in or on school property, or at a school-sponsored event, shall be governed by the Student Code of Conduct. Certain negative student behavior outside of school property may also result in disciplinary action by Franklin Township school administrators for the protection of the health, safety, and welfare of the student or the Franklin Township school population.

This document cannot cover every set of circumstances that may be encountered in the diverse and complex social setting of public schools. Therefore, administrators charged with the responsibility of creating and maintaining a safe and appropriate learning environment will determine appropriate action for disruptive behaviors not covered in this document and notify the Superintendent’s office.

While this codebook is applicable district wide, many areas of the Franklin Township Student Code of Conduct will apply only to Franklin High School and Franklin Middle School. If additional clarification is needed, please contact your building principal.
