Franklin Township School District Rated
“High
Performing” in Rigorous NJQSAC Review

The
Franklin Township School District has been designated as a “High Performing School District” by Lucille E. Davy,
Commissioner of Education for the State of New Jersey. This designation is based
on the scores the school system received in the five areas that are reviewed by
the Department of Education as part of the New Jersey Quality Single
Accountability Continuum (NJQSAC). With completion QSAC, the Franklin Township School District is certified pursuant to
N.J.A.C. 6A:30-4.1(c) to continue to operate as a public school district in New Jersey.
According
to information provided by the New Jersey Department of Education, NJQSAC is
the state’s new monitoring and evaluation system for public school
districts. It is a single comprehensive
accountability system that consolidates and incorporates the monitoring
requirements of all applicable state laws and programs, as well as federally
required improvements. Under this new
system each public school district will participate in a QSAC Review every
three years.
Franklin Township School District surpassed the required 80%
mark in all of the following five areas
evaluated during the QSAC process:
- Instruction and
Program, including: Student Performance; Curriculum; Instruction; Mandated
Programs; Early Childhood Programs; and High School Graduation
- Personnel, including:
Licensed Personnel; Personnel Policies; and Professional Development
- Fiscal Management,
including: Budget Planning; Financial and Budgetary Control; Annual Audit,
Restricted Revenues, and Efficiency
- Operations, including:
Facilities; Student Conduct; School Safety and Security; Student Health;
and Student Support Services
- Governance, including:
Student Achievement; School Board Training, Disclosure and Operation;
Ethics Compliance; Policies, Procedures and Bylaws; Standard School Board
Practices; Annual Evaluative Process; School Board/Administration
Collaboration; Budget Priorities; and Communications
The
rigorous review process for NJQSAC began with a District Performance Review
(DPR), a self assessment of facts and data that measured compliance with
various performance indicators. The DPR was validated by a committee from Franklin Township School District including representation
from central administration, principals, vice principals, teachers and the Board
of Education.
Following
analysis of the District’s DPR, the County Superintendent’s staff evaluated and
validated the data and submitted a recommendation to the Commissioner, who made
the final determination regarding placement on the performance continuum. The District will fulfill its obligation to
continually work toward improvement in all areas to assure that it provides
high quality education to students in an efficient manner.

Franklin Township School District’s designation as a ‘High Performing School District’ reflects the District’s
commitment to continuous quality control in all aspects of the District’s
operations and its tenacious efforts to provide its students with a high
quality education,” said Trudy Doyle, Somerset Executive County Superintendent.
“I am not at all surprised by this rating, but I am heartened that our
school district is beginning to get its due credit for the excellent work
that our teachers, staff and administrators have been doing over the
course of many years,” stated Edward Seto, Superintendent of Franklin Township
Public Schools. “The scores that we received in the QSAC Review could not
have been achieved without the commitment, teamwork, leadership, and
and extraordinary knowledge of all of our stakeholders and I am extremely
proud to work with such exceptional people.”
“The Board members were extremely pleased to hear Mr.
Seto’s announcement of the results of our first NJQSAC evaluation. This
was the first time that the Board has been included in the State
monitoring. To have Franklin designated as a ‘High Performing School District’ is a great credit to the hard work of our teachers,
staff and administrators. There is so much that is good that is happening here
in our school district,” added Eva Nagy, President of Franklin Township Board
of Education.
